Approximately 250 students representing schools in Districts 4 and 5 competed in 50 occupational and leadership skill areas during the regional competitions held on February 13 and 16, 2004. The following school districts competed in the annual skills competition: Berks Career & Technology Center, Carlisle, Cumberland Perry, Dauphin, Franklin, Lebanon, Milton Hershey, Mt. Joy, York, Reading- Muhlenberg, CAT Brandywine, CAT Pickering, Lancaster- Brownstown/Willow Street, McCaskey High School, Pottstown and Stevens College of Technology (post-secondary only). The competition also included adult day students. These students competed on the same skill standards determined by the state organization but on a post-secondary level.

There were also competitions in leadership skills, such as extemporaneous speaking and conducting meetings by parliamentary procedures. Nearly 150 members of the Berks business community served as judges overseeing the technical skills competition.
